Since the publication of (i) Resolution of the Central Bank of Brazil – BCB No. 402, on July 22, 2024; (ii) Resolution BCB No. 403; on July 23, 2024; (iii) Normative Instruction BCB No. 491; and (iv) on August 2, 2024, Resolution BCB No. 406 and Resolution BCB No. 407, the BCB brought changes to the provisions regarding the Pix arrangement, aiming to implement Automatic Pix, a feature similar to direct debit, in order to simplify the initiation of recurring payment transactions through Pix.
According to the BCB, the requirement for traditional direct debit that the payer and recipient be customers of the same payment service provider brings the need for multiple bilateral agreements between the receiving users and financial and payment institutions.
In this sense, Automatic Pix will allow, from a single relationship of the receiving user, payments to be made by customers of any payment service provider participating in the Pix arrangement, enabling Automatic Pix to be offered, for example, by public service concessionaires and companies that provide periodic services, such as colleges and condominiums, or even by institutions in the financial sector, which make payments for credit operations, which have been showing interest in using Pix to obtain greater efficiency in their internal cash flow management processes.
In turn, BCB Resolution No. 403/2024 provides that payment institutions that are not authorized or in the process of being authorized to operate, as long as they do not meet the other criteria provided for in the regulations in force to be authorized to operate by the BCB, must observe minimum regulations covering operational and liquidity risk management standards, as well as the respective cybersecurity policies.
The new provisions come into force from 1 November 2024.
