In January, the National Electric Energy Agency completed the first phase of the bidding process for the following lots:
- LOT 1, consisting of the following facilities in the State of Acre and Rondônia: a. LT 230 kV Abunã – Rio Branco, C3; b. SE 230/69 kV Tucumã; c. Sections of LT 230 kV between SE Tucumã; and d. 230 kV Abunã – Rio Branco, C2.
- LOT 2, composed of the following facilities in the State of Rio de Janeiro: a. LT 345 kV Venda das Pedras-Sete Pontes, C1 and C2, CD; b. LT 345 kV Comperj-Venda das Pedras, C1; and c. SE 345/138 kV Sete Pontes;
- LOT 3, consisting of the following facilities in the State of Mato Grosso: a. SE 500/138 kV Cuiabá Norte; b.
- Sections of 500 kV LT between the Cuiabá Norte substation; and c. the Jauru-Cuiabá LT, C2.
- LOT 4, consisting of the following facilities in the State of Tocantins: a. SE 230/138 kV Gurupi – new 138 kV yard; and b. 230/138 kV transformation.
- LOT 5, consisting of the following facilities in the State of São Paulo: a. SE 230/88 kV Dom Pedro I; b. Sections of 230 kV LT between SE Dom Pedro I; and c. 230 kV LT São José dos Campos – Mogi das Cruzes, C1; c. Sections of 88 kV LT between SE Dom Pedro I; and 88 kV LT Mairiporã-Jaguari C1 and C2, CD.
The object of the bidding will be the contracting of a public electricity transmission service, relating to the construction, operation and maintenance of transmission lines, substations and other facilities that are part of the Basic Network of the National Interconnected System – SIN.
The bidding process was the subject of Public Consultation, number 71 of 2020, in which several suggestions were presented, resulting in Technical Note number 53 of 2021, on February 5, 2021, which has not yet been submitted for consideration by the Federal Court of Auditors – TCU. The Regulatory Agency and the Ministry of Mines and Energy believe that they will launch the Notice to call participants to carry out the contest on June 30, 2021.
The project is assigned the concession of 524 km of transmission lines, with an investment of approximately 1 billion reais and the generation of 2 thousand jobs. Through this bidding process, the public service will be granted for a period of 30 years for integration into the National Interconnected System (SIN).
Recently, by presidential decree, the transmission project was qualified for the Investment Partnerships Program (PPI) and, furthermore, there is another auction planned to grant 866 km of Transmission Lines, however, they are still in the study phase.
As this is a project considered to be behind schedule, the Energy Research Company and other entities in the electricity sector have positioned themselves on the need for agility in state bureaucracy to avoid, even if only timidly, a risk of blackouts in important regions of the country.
