On Friday, May 14, the notice for the concession of highways in the Litoral Paulista lot was published in the State Official Gazette, with an expected investment of R$1.4 billion over the 30-year concession contract.
The concession covers 222 kilometers of road network for the provision of public services for expansion, operation, maintenance and carrying out of infrastructure works, covering 12 municipalities between the cities of Mogi das Cruzes, still in Planalto Paulista, to Pedro de Toledo, passing through the South Coast.
The São Paulo Coastal Lot, which is part of the 4th Stage of the State of São Paulo's Highway Concessions Program, will receive investments in nine highway sections: SP-088, Estrada do Evangelho Pleno, Rota do Sol, SP-098, SP-055 (North Coast), SP-055 (South Coast), SP-055 (Miracatu-Peruíbe), SPA 291/055 and SPA 344/055, benefiting 12 municipalities: Arujá, Bertioga, Biritiba-Mirim, Itanhaém, Itariri, Miracatu, Mogi das Cruzes, Mongaguá, Pedro de Toledo, Peruíbe, Praia Grande and Santos, with the forecast of generating more than 2 thousand direct and indirect jobs over the 30 years of the concession.
The plan is to build 89 kilometers of widening, 140 kilometers of additional lanes and side roads, 34 kilometers of shoulders and 39 access points. User mobility will be improved with 39 new pedestrian crossings and footbridges and 73 kilometers of cycle paths. Service provision and support will be reinforced with eight user support bases and constant monitoring by means of 280 closed-circuit cameras, in addition to nine electronic variable message panels.
The bidding process is open to national or foreign companies, individually or in a consortium, and the judgment criterion will be the highest value of the fixed grant, to be paid by the successful bidder to the granting authority, in accordance with the rules established in the notice.
The international competition will begin, through the delivery of envelopes, on September 15, 2021, at 2:00 pm at the B3 headquarters in São Paulo and the envelopes containing the documentation necessary to participate in the BIDDING must be delivered by interested parties in a public session, on the same date.
The tariff model incorporates the innovations of the current concession contracts, in which the values will be calculated based on the kilometer tariff, with the adoption of the progressive tariff discount system for frequent users, available to users via the electronic payment system. Another incorporation will be the 5% discount on the tariff for users who adopt electronic payment.
Furthermore, the road network will have the unprecedented initiative of implementing the Free Flow System, in which the vehicle passes through a gantry without physical barriers, a system already adopted on some Brazilian highways, but, for the first time, it will be included as a contractual obligation in the country.
